New Zealand unveils nine industry-led school subjects

New Zealand has launched nine industry-led secondary school subjects for senior students, aimed at linking classroom learning more directly to employment and training pathways.

Students in Years 12 and 13 will be able to take the subjects from 2029 under a plan unveiled by Economic Growth Minister Nicola Willis and Education Minister Erica Stanford. The courses will count towards secondary school qualifications and sit alongside established subjects such as English and maths.

The new subjects are Next-Gen Manufacturing, Applied Intelligent Systems, Construction and Built Environment, Energy and Infrastructure, Engineering Technology, Food and Fibre Systems, Health Services and Care, Hospitality Food and Beverage, and Tourism.

The courses were developed with industry input to reflect areas of labour demand and give students a clearer sense of how school study can lead to work, apprenticeships, further training or university.

The move follows a Budget 2026 allocation of NZD $15 million to create the new qualifications. Willis linked the policy to the government's wider economic agenda, focusing on sectors including energy, construction, engineering, food and fibre, health and tourism.

Stanford said the subjects were designed to broaden options for students while giving employers greater confidence that school leavers were developing relevant skills.

"These subjects are being developed with industry to give students an exciting range of options, so businesses know young people are building the skills their sectors need, and students can gain knowledge that sets them up for work, trades, training or university," said Erica Stanford, Education Minister, New Zealand Government.

Education policy has increasingly shifted towards pathways that combine academic study with applied learning, particularly in the senior secondary years, when students begin making decisions about careers and further education. The latest package seeks to put vocationally oriented subjects on the same footing as more traditional disciplines.

"The subjects will have parity of esteem with traditional subjects such as English and maths, count towards students' secondary school qualifications, and support pathways into university, trades, training or the workforce.

Course areas

Applied Intelligent Systems will cover the use of low-code and no-code technologies to address business problems through AI-enabled workflows and agents. The subject is tied to the Electrotechnology, Information Technology, and Creative Industry Skills Board and is aimed at roles that combine technology with business processes.

Construction and Built Environment will examine how materials, systems and building practices interact in the built environment. It is aligned with the Construction and Specialist Trades Industry Skills Board and is intended to introduce students to pathways across construction and related trades.

Energy and Infrastructure will focus on energy, water, extractives and infrastructure systems, using systems thinking and STEM principles to address resource and infrastructure issues. Officials positioned the subject as relevant to national priorities in energy supply, water and transport networks.

Engineering Technology will address engineering systems, materials and technologies in practical settings. The subject is linked to the Transport Industry Skills Board and spans sectors including automotive, aviation, freight and logistics, rail, ports, maritime and public transport.

Food and Fibre Systems will teach students about the food and fibre industries as connected systems and explore the management of natural resources. The area has particular relevance for regional labour markets, where agriculture and primary industries remain major employers.

Health Services and Care will centre on health and wellbeing systems and practical skills for safe, ethical and culturally responsive care. The course is aligned with industries facing sustained workforce pressure, including aged care, disability support, mental health and community services.

Hospitality Food and Beverage will look at food and beverage systems and processes in hospitality settings, combining culinary, operational and business elements. Tourism will examine the wider tourism system, including visitor experiences, destination management, sustainability and digital tools.

Next-Gen Manufacturing will cover modern manufacturing systems and the practical and digital skills used to make and improve products and processes. The subject is associated with the Manufacturing and Engineering Industry Skills Board and reflects broader interest in strengthening domestic manufacturing and supply chains.

Industry role

Each subject has been matched with an Industry Skills Board, underscoring the government's effort to embed employer input into the secondary curriculum. The structure is intended to keep content connected to workplace practice rather than operating as a standalone academic stream.

The inclusion of areas such as AI, infrastructure and health also reflects pressure on education systems to respond more quickly to structural shifts in labour demand. In New Zealand, as in other economies, policymakers have faced persistent questions from employers about shortages in technical, trade and service occupations.

At the same time, the government is seeking to frame the school system as part of a broader growth strategy, not only as a route to higher education. The new subjects suggest a stronger emphasis on helping students understand sector-specific opportunities before they leave school.
